Live Store Application Submission Guidelines

We're happy to have you here. Learn more about the guidelines for distributing apps on the Live Store.

What apps can I distribute?

You can distribute apps that are:

  • free; Live Store does not support paid apps or any payment methods.

  • functional and working; Uploading apps that are simply for decoration is not allowed. Such app will be rejected.

  • created for Windows Phone 8.1; Your app may also be for Windows Phone 7 or 8.0, but it must be compatible with Windows Phone 8.1.

  • created and built by you; You can distribute apps that you have created yourself. We cannot wait to see your new apps or patches.

  • archival apps or apps sourced externally; If you found an app that works, but is not on the Live Store. You may still distribute it, but you need to mark that you are not the developer of that app.

What apps can't I distribute?

You cannot distribute apps that are:

  • malicious; We do not support apps that are designed to harm or disrupt the Live Store or other users. Such application will be rejected and you will be banned from the Live Store and related Live.net.co services.

  • apps larger than 100mb; Due to BETA limitations of the Live Store Dev Center, we do not allow uploads larger than 100mb. Please contact support.

  • created for Windows 10 Mobile; The Live Store does not support apps created for Windows 10 Mobile. Our platform is for Windows Phone 8.1.

  • cosmetic apps; Apps that do not provide any use aside from cosmetics or apps that had the associated service shut down will be rejected, unless, the application is a personalisation tool for Windows Phone or the app's functionality is still available.

  • *we might reject apps for other reasons; The Content Moderation team may reject apps for other reasons. If you believe your app is compliant, please contact support. We will usually email you within 24 hours of the rejection of your submission to inform you of the reasons.

What are my responsibilities?

You are responsible for the content of your app. You are also responsible for any consequences of your app.

We will not be responsible for any the issues within your app or revolving it.

You are responsible for any legal issues that may arise from your app.

You are required to use the exact details of the application in its listing. That means that you should use the app's tile or icon as the listing icon; the name of the app needs to match the name of the listing; if an app is archival, you should use the same description as the original listing in the Windows Phone Store or the app's description set by the developer.

How do I submit an app?

Visit the Live Store Dev Center and sign in with your Live Store account. You will be asked to create a Developer Profile. For a more detailed guide, visit Submitting an app to the Live Store.
